Planning and Programming

The Council suggests and formulates national strategies and plans of action in compliance with the Convention on the Rights of the Child; through comprehensive partnerships between non governmental organizations and the public sector and in collaboration with specialized international organizations.
The Council proposes joint projects between all governmental, non governmental and private sector stakeholder, pertaining to the rights of the child to survival, care, development and protection.
It elaborates a national plan for the dissemination of the principles of the Convention on the Rights of the Child at the social, educational, cultural, and media levels for raising awareness on children issues.
It develops and implements social, educational, cultural, health and media programs targeting children.

Research and Publications

It prepares periodic progress reports to the UN Committee on the Rights of the Child in Geneva, the Arab League Childhood Administration and relevant specialized organizations.
It establishes national databases including statistics and indicators for monitoring the implementation of the Convention on the Rights of the Child.
It proposes research and studies, documents publications and organizes conferences and seminars relating to children.

Legislation

The Council suggests project laws, seeks to amend and develop legislations and follows their implementation, in order to ensure their compliance with the Convention on the Right of the Child.
It cooperates and coordinates with the Parliamentary Commission on the Rights of the Child in all matters pertaining to legislation and child specific project laws.

Capacity Building

The Council proposes the organization of training workshops in order to build the capacity of workers dealing with children programs and children.

Cooperation and Coordination

The Council cooperates and coordinates with public committees and bodies in addition to the non governmental sector and international organizations in order to ensure the best interests of the child. It encourages more associations specialized in children programs to enroll in the General Assembly of the Higher Council through the various specialized unions, aiming at standardizing the working procedures.

Children Information, Documentation and Research Centre
Objectives:

Collecting and exchanging data.
Compiling indicators and program planning.
Conducting research and studies.
Formulating and coordinating children strategies

Early Childhood Care and Development
Objectives:

Improving the quality of early childhood care and development services.
Capacity Building, awareness raising and skills development of early childhood services for parents and professionals.
Formulating a national early childhood care and development strategy.

Child Labor Project
Objectives:

Developing intervention mechanisms and adopting a unified strategy for dealing with child labor.

Children at Risk Project
Objectives:

Setting up operating criteria for non governmental organizations which care for children in conflict with the law.
Developing and implementing alternative measures to incarceration and deprivation of freedom as a strategy to dealing with the issue of children in conflict with the law.

National Programs:

Implemented in cooperation with local communities (public, private and non governmental)

The promotion of Municipalities’ roles for improving the situation of children Promoting the role of municipalities in the regions in order to implement development projects within the framework of children rights. The program is implemented in partnership with the Ministry of Interior and Municipalities.

National School Drop Out Program
Establishing a coordination mechanism with governmental and non governmental sectors in order to ensure adequate educational support for all students in public schools.

Children Participation Program
Ensuring the participation of children for expressing their views and identifying their needs through regular regional meetings.

Child Support within the Family Environment
The program seeks to implement the provision of care and services to children in especially difficult social situations, within the family environment as an alternative to institutionalized care.

Prevention and protection of children from all forms of exploitation, abuse and negligence The program aims at elaborating a national action plan for the protection of children from all forms of exploitation, abuse and negligence

National Program for the Prevention of Delinquency
The program aims at formulating a national strategy for the prevention of delinquency, which will encompass all children groups (Street Children, Drug and Alcohol Abuse,…)
